Larysa Soroka

Larysa Soroka (May 19, 1973, Kirovohrad, Kirovohrad region, Ukraine) – Ph.D. in Law, Associate Professor. Deputy Director of Research at the Scientific Institute of Public Law, Deputy Editor-in-Chief of “Advanced Space Law” journal. She is the author of more than 60 scientific publications. Main scientific interests: legal responsibility, use of space technologies and artificial intelligence in the law enforcement process, human rights, administrative and legal regulation of the space industry.

Sergey Udartsev

Udartsev Sergey Fedorovich was born on August 28, 1951 in Ob village located in Novosibirsk region of RSFSR (Russian Soviet Federative Socialist Republic) in the family of a military serviceman. He is Doctor of Juridical Science (since 1992), and Professor in Law (since1994).

  • the history of ideas regarding to a space state and the formation of the space state;
  • the issues arisen from the formation of the rule of law and a strong state;

Education

He graduated the Law Faculty in 1973. In 1976 he completed his post-graduate studies in Kazakh State University named after S.M. Kirov in Alma-Aty city (at the present – Kazakh National University named after Al-Farabi,Almaty city). Then, he finished PhD programme in the Centre of State and Law of Russian Academy of Administration attached to the President of the Russian Federation (1992, Moscow).

As a representative of a group of the judges of the Supreme Courts and Constitutional Courts of Kazakhstan and Kyrgyzstan he studied the US court system in several states in 1994.

He constantly improved his qualification, got internship in Universities, scientific and judicial institutions. He did a number of internships, participated in seminars, conferences in Russia, the U.S., Bulgaria, Hungary, the UK, France, and Finland.

From 2006 to 2007– the member of Chamber of Public Experts (further renamed as Public Chamber) as a part of the Mazhilis of the Kazakh Parliament.

From 2009 to 2011 – the expert of the Institute of scientific expertise and analysis at KAZGUU. Since 2011 – the member of Scientific Advisory Board of Assembly of the Peoples of Kazakhstan.

Since 2013 – the member of Scientific Advisory Board at RK Supreme Court. (since 2013) and RK Constitutional Council (since 2018).

He has often been invited as an expert of RK Constitutional Council to give a speech on conclusions at the Council meetings within 2005-2019.

He was elected as a judge of RK Constitutional Court at the meeting of RK Supreme Council and worked as a judge within 1992-1995.

From 1998to 1999 – the Head of Legal Devision, the Head of Legal Department, then the Director of the Legal Department of “Kazatomprom” National Atomic Company.

Vasyl Semenyaka

Vasyl Semenyaka (August 5, 1975, Krylivka, Zhytomyr region, Ukraine) is a Doctor of Law.

He has written over 50 scientific works. Main scientific interests: international and national space law, civil and insurance law.

  • Study of international and national legal frameworks of the authorization mechanism for the conduct of space activities, preparation of practical guides to improve measures of government regulation of space activities (from 2017 to present).
  • Participation in the implementation of the common Ukrainian-European space project “LEOSWEEP” (funded by the European Union within the 7th Framework Program), development of an international legal mechanism for active space debris removal (2015-2016).
  • Analysis of legal measures ensuring the security of space activities and the preservation of outer space from litter, the establishment of scientific regulations and proposals for improvement of the norms of international space law and national space legislation (2012-2014).
  • Analysis of actual problems of the development of international and national space law. The rationale for codification in the field of international space law through the development of a Comprehensive Convention on Space Law (2005-2011).
  • Development of theoretical and applied legal insurance problems in the implementation of space activities, policy setting of improvement of legal regulation of space insurance relations (1998-2004).

Olena Fatkhutdinova

In 1982, Olena Vasylivna Fatkhutdinova graduated summa cum laude from the Law School of the Taras Shevchenko State University of Kyiv.

In 2000, she defended the thesis on Theoretic and Juristic Issues of Legal Process and gained an academic degree of Cand. Sc. Law.

In 2012, she defended the doctoral study on the topic Legal Education as a Factor of Formation of Organizational Consciousness of a Personality and gained an academic degree of Doctorate in Philosophy.

In 2014, she gained an academic degree of Professor.

After graduation from the Taras Shevchenko State University of Kyiv, she was assigned to work as a teacher of Law Science Department at Kyiv Training College of Hotel Business. In 1987, she was appointed as Head of Law Science Department. In 1995, she took on in a position of Associate Professor of the General Legal Disciplines Department of Kyiv University of Tourism, Economics and Law.

Since 2007 until now, she has been working as a Dean of the Law Faculty of the University mentioned above.

In 2017, she was elected as a member of the Higher Education Academy of Sciences of Ukraine. She trains post-graduate and degree-seeking students.

She is a member of the University’s Academic Board and a member of the Specialized Academic Board for Defense of Ph.D. and Doctoral Thesis functioning at the Institute of Higher Education.

Olena Vasylivna published more than 90 academic papers recognized both in Ukraine and in the CIS countries.

Since 2015, she works in the Private Institution “Scientific Institute of Public Law” on a part-time basis.

She held the positions of a senior lecturer and associate professor in higher law institutions of Ukraine. She received the Honorable Sign from the Ministry of Education and Science of Ukraine and local authorities of Ukraine.

In 2003-2009, during studying in an institution of higher education she was the winner of All-Ukrainian competitions of scientific-student works.

Serhiy Didenko

Serhiy Didenko (November 14, 1952, Maksymivka, Mykolaiv region) is a Doctor of Law, Professor, Merited Lawyer of Ukraine.
To date, he has written over 100 scientific works. Main scientific interests: legal regulation of the possession and use of weapons.

In 1986-2011, he served in internal affairs agencies of Ukraine.

In 1972-1974, he served in the Armed Forces, Strategic Rocket Forces, Semipalatenska region, Kazakhstan.

Serhiy Didenko participated in various researches, conducted missile, weapons and space technology testing; studied the problems of ecological security of space activity; trained and retrained missile industry experts.

Valentyn Halunko (January 31, 1964, Shakhty, Rostov province, RSFSR) is a
