Space Governance Analysis as a Product of Multi-Actors Communication and Through the Lens of Systems Feedback Loops

Abstract

This article explores the evolving architecture of space governance, highlighting a shift from rigid, abstract legal frameworks to more dynamic, context-sensitive mechanisms. Drawing on recent research, it identifies five key features of contemporary space governance: reduced abstraction, flexibility, multilogue application, dynamism, and a subjective scope of law enforcement. These elements reflect a movement toward governance practices that are grounded in real-world space activities, responsive to rapid technological change, and inclusive of diverse actors and perspectives. The transition from linear, top-down regulation to a more interactive, adaptive approach addresses the growing complexity and fragmentation in the global space arena. The study also examines common misconceptions that act as feedback loops or system traps, impeding sustainable governance. It argues that overcoming these traps requires greater system awareness and a shift in mindset—from promoting isolated interests to engaging in coordinated efforts based on mutual understanding and differentiated solidarity. In doing so, the paper advocates for a governance model that can ensure the sustainable and responsible use of outer space for both present and future generations.
