Abstract
Employing a comparative legal methodology, the article analyses institutional models adopted in the United States, China, the United Kingdom, selected EU Member States, and the European Union’s civilian-led space governance system. These models are assessed against the international legal baseline established by the Outer Space Treaty and relevant scholarly interpretations of the military use of outer space. The Ukrainian case is then evaluated in light of these comparative experiences, with particular attention to legality, civilian control, accountability, and institutional design.
