Inesa Kostenko is a Doctor of Philosophy in Law and a senior researcher at the Research Institute of State Building and Local Self-Government of the National Academy of Legal Sciences of Ukraine (Kharkiv, Ukraine). She is also a fellow researcher at the University of Leicester (Leicester, United Kingdom) within the framework of the scholarship programme of the British Academy and CARA, as well as a representative of the Ukrainian Association of High-Tech Enterprises and organizations “KOSMOS” (Kyiv, Ukraine) in the UK.
Scientific Interests
Inesa Kostenko’s scientific interests encompass a broad range of topics, including current problems and challenges in international space law, space safety, and security issues, international cooperation and deweaponization in space, legal frameworks for space exploration and the utilization of space resources, as well as Soviet space in both historical and legal aspects. Additionally, she has examined the legal aspects of public administration in the Ukrainian space industry, the possibility of implementing European standards in Ukrainian space, and the development of legal systems in the context of Ukraine’s public administration in space activity.
Professional and Scientific Experience
Throughout her career, Inessa Kostenko has held various important positions in academic and research institutions. She worked as a senior researcher at Mykolas Romeris University (Vilnius, Lithuania), as a senior lecturer at the Department of International and European Law at V. N. Karazin Kharkiv National University (Kharkiv, Ukraine), and as an assistant at the Department of Administrative Law and Administrative Activities of Yaroslav Mudryi National Law University (Kharkiv, Ukraine).
In 2021, she interned at the Space Court Foundation and took part in a research internship at Mykolas Romeris University. In August 2022, she studied at the Summer School on Space Law and Policy conducted by the European Centre for Space Law (ESA/ECSL). Since November 2022, she has been an advisor to the Space Court Foundation, and since January 2021, she has been a member of the European Centre for Space Law (ESA/ECSL).
Education
In July 2016, she received the degree of Doctor of Philosophy in the field of law at Taras Shevchenko National University of Kyiv (Kyiv, Ukraine); In June 2010, she received a Master’s Degree in law at Yaroslav Mudryi National Law University (Kharkiv, Ukraine).
